A good USB headset will run you about $50 and is great for Skype calls, too. Here's Logitech's line of them:

Any one with noise cancelling should do you well.
Once you have both of those, open up SoundForge, put on your headset, hit the Record button, and you're ready to go! You may have to install drivers for the headset to get it to work with Windows, but overall it's pretty painless.

I agree the biggest problem is the microphone. You gotta have something minimally decent because noise is probably the biggest issue, especially on a PC. Never rely on software to compensate for hardware. Erica hit it dead on with the recommendation for an USB headset with attached mic.
Personally, I use an open source software called Audacity. They're completely free, and are available in Windows, Mac, AND Linux. I can't say it's better than some commercial software out there, but for the price of free, it does all that I can ask for and does it well.
Of course, you can spend way, way more than this for better audio quality, but honestly? You may not actually need it. Well, it depends. I say try this route first, and if it's still not good enough, then you can feel free to slowly scale up....
Oh, and by all means, please share your work with us!
